Who Can Apply

  • Dallas County Residents
  • U.S. citizens or legal residents
  • Income at or below 150% of the poverty guidelines

What You’ll need to Bring to Your Appointment

All Household Members Must Provide the Following Documents

  1. Proof of Citizenship/Legal Status: Examples include Birth Certificate, U.S. Passport; Certificate of Citizenship, Naturalization Certificate, or proof of residency
  2. Proof of Identification: Examples include Photo ID/ Driver’s License, Actual Social Security card, Medicare card, Immunization records, or Veteran Health Identification Card. All Household members must provide complete Social Security numbers at the time of application.
  3. Proof of Gross Income for the past 30 days from the date of your application for each household member 18 years of age and older. Income consists of Earned Wages, Social Security Benefits (current year’s Social Security award letter), Retirement, Annuity, Pension, Unemployment, workers’ compensation, VA Benefits, TANF, child support, Utility Allowance Checks, Adoption and/or foster care documents. Additional income verification documents may be required.
  4. Proof of utility bills: electric and Gas (copies- front and back). The bills must be in the name of an adult living in the household.
  5. Proof of Additional Documents: SNAP, Housing Letter.

IMPORTANT:

  • If reporting no earned income, all household members aged 18 and older must provide a TWC Wage Detail Inquiry dated within 30 days of the application submission date. Click here to learn more.
  • Only one application per household per calendar year (January–December) is allowed.
  • You must be a U.S. Citizen, Non-Citizen National, or a Legal Resident of the U.S. to receive assistance from the Comprehensive Energy Assistance Program

This service is provided by Dallas County Health and Human Services. Representatives from Dallas County Health and Human Services will process all applications.

If you’re unable to attend the event, call 214-819-1848 to schedule an appointment with the Dallas County Health and Human Services Department. Appointments scheduled on a date other than September 10 must go to 2377 Stemmons FWY Suite 201LB-16 to apply.
